The government on Tuesday decided that the Real Estate Ownership Uniform Taxation (ENFIA) will be paid in six installments and it will be tabled in parliament next week.
The first installment is due on 30 September and the final installment on 28 February 2015.
The finance ministry is expected to proceed with correction to property prices in 4,000 areas, so that their taxable value can be calculated at a more reasonable rate. In areas where the property price was higher this year, last year's prices will apply. In others areas where the prices this year were lower than last year's, this year's prices will apply. In any case, the lowest property prices will apply throughout Greece.
But who are the winners and losers of ENFIA?
The government also decided that owners of property currently not rented out, or not connected to the electricity grid, would not be granted any ENFIA discounts for this year.
In other revisions, exemption procedures for vulnerable social groups, including the disabled, will be simplified, it was announced. Also, properties on the Ionian island of Cephalonia, which was struck by a major earthquake in February, have been exempted from the new ENFIA property tax for a year. The same will also apply to properties in other parts of the country affected by other earthquakes and consequently put out of use.
Following the latest revisions, the 2014 ENFIA is worth 3.2 billion euros, although the government is targeting the collection of 2.65 billion. While the revisions made to the 4,000 residential areas reduced the final tally by 165 million euros, the government anticipates it will benefit from an increased collectible rate, now estimated at 88 percent, from 82 percent initially.
However, people remain unhappy with the changes proposed on ENFIA yesterday, since this tax is the "transformation" of an extraordinary tax imposed due to the economic crisis for 3 years and instead of being totally abolished, it has been established permanently.
